Waterproof cloth in pet collars is typically a coated nylon or PVC-backed fabric that repels surface water and resists rain. It is not the same as full submersion waterproofing. For dogs that swim daily, the stitching thread and closure hardware are usually the first points of water ingress, even when the fabric itself repels water.
